Indiana Department of Veterans Affairs

CLIENT:

The Indiana Department of Veterans Affairs supporting veterans and families.

Disconnected, paper-based systems delayed services and hindered inter-agency coordination, especially during COVID-19.

Implemented a cloud-based Salesforce platform for streamlined workflows.

403 MFRF applications processed in 9 months ($1.18M requested; $182K awarded) with half the previous staff.

FSSA

FSSA Managed Long-Term Services and Supports (MLTSS)

CLIENT:

The State of Indiana, which oversaw care outcomes under the MLTSS program.

CHALLENGE:

The State’s simplistic assessment model created excessive false positives, strained resources, and failed to accurately identify those truly at risk.

SOLUTION:

Deployed a rapid response team to close data and modeling gaps.
Built new data pipelines and real-time Tableau dashboards.
Applied machine learning to improve risk identification.

RESULTS:

5x improvement in identifying at-risk seniors for nursing care.
1,000+ submissions processed using Databricks.
10+ dashboards delivered to improve visibility for Indiana FSSA.

Confidential State Government Client

CHALLENGE:

Developers needed to evaluate AI’s strengths, limitations, and impact across different coding tasks and environments.
Tasks such as scaffolding, logic outlines, and repetitive coding consumed significant time and effort.

SOLUTION:

Implemented GitHub Copilot on software development tasks with human-in-the-loop oversight.
Applied Copilot to diverse coding activities, including scaffolding, boilerplate generation, refactoring, and redundancy detection.

RESULTS:

Efficiency Gains: Reduced overall development effort by ~26%, with up to 70% time savings on specific tasks.
High-Impact Tasks: Excelled at boilerplate generation, scaffolding, logic refactoring, and redundancy checks.
Contribution vs. Overhead: Provided up to 80% of code for repetitive tasks and scaffolding.
Developer Experience: Improved confidence, faster prototyping, and reduced manual coding effort.

Indiana State Agency

CHALLENGE:

The on-premises version of Microsoft Dynamics CRM could not be upgraded to the latest version, necessitating a migration to the Cloud.
Approximately 1,400 end users across the State would be impacted by the system changes.
Concerns included resistance to the updated system, training, understanding of the new Cloud platform, and user adoption.

SOLUTION:

Migrated the system to the Microsoft Government Community Cloud with focused Organizational Change Management (OCM) efforts.
Implemented a strong communication strategy and a thorough training plan.
Utilized a six-step approach: defined scope and objectives, conducted change impact assessment, developed change management plan, engaged stakeholders, provided training and support, and monitored adoption and success.
Invested in Learning Management Software, Lessonly, to create nearly forty lessons for user training.

RESULTS:

Successful re-engagement of 1,400 users from the on-premises to the new Cloud system.
Continued all business operations during the transition.
Created a ten-week communication cadence roadmap to ensure smooth transition and user adoption.
Developed 40 Lessonly lessons and identified Super Users to support the change effort.
